Approximately 3 to 4 inches below the cushion height of your couch. Should be 20 to 22 inches high.

Both 1 & 2 offer valid suggestions/opinions. I suspect “BEST” is probably a relative word in this case. As has been pointed out, there may be some “Standard” height, but too, so much of it’s use depends as much on the comfort of the one using or needing the table.
I like answer # 1 suggestion that a TEST should be done, assessing what feels OK to you. Some sofas are higher/lower than others. I like to think of it as when I’m laying down, stretched out on the sofa,, reaching for a snack or beverage. Where are either of those on a table top, in proximety to my reach? That also relates to a table being TOO low, and while sitting, I might have to reach/stretch too low. I happen to enjoy feet up on my table, so again, it has to be a comfortable height.
I suspect it matters most to you personally, and certainly you can visit a furniture store with a tape measure, and check various room setups they offer, in a way of comparing what might work BEST for you.

I would say the height of the couch where you put your butt… sit on the couch and see how high your feet would be if you wanted to put them up on the coffee table.
